Towong Shire Council is seeking a suitably qualified artist, or group or artists to design, produce and install four large-scale artwork pieces. The series of artworks will build on Stage One of the Great River Road project; an Upper Murray community initiative that has transformed the Murray River Road from Bellbridge to Khancoban into one of Victoria’s iconic touring routes. The Great River Road currently showcases five large-scale artworks that were completed in 2019.
There are four sites identified for the proposed Stage Two artwork pieces, artists may submit proposals for one, more (two or three), or all sites outlined in this brief.
This is a three-stage commissioning process:
Phase 1: Request for Quotation – Concept
Phase 2: Shortlist and Concept Development
Phase 3: Commission and Delivery
Towong Shire Council has a total budget of $160,000 (ex GST) for the four artworks.
Artists should not exceed $40,000 (ex GST) for each artwork at Phase 1. The indicative budget breakdown must include artist fees, contractors, materials, construction, insurance, travel and installation expenses.
The Project Advisory Panel, comprising of community stakeholders, Council staff and representation from Murray Arts, will undertake an evaluation to progress up to four artists from Phase 1 to Phase 2 (concept development). Each of the shortlisted artists who proceed to Phase 2 will receive a development payment of $1,000 AUD (ex GST) per site for a detailed concept design and/or Maquette. Artists shortlisted for more than one site will receive a development payment for each site.
The successful artist/s will be awarded the commissions and commence to Phase 3.
