Dr Tracey Callinan OAM

Tracey joined the Regional Arts NSW team in 2022 as Chief Executive Officer after a 13-year stint as Executive Director of Arts OutWest. Tracey previously worked at the University of Sydney at the Conservatorium of Music and the Arts Council England with the national Creative Partnerships program. She has travelled extensively in her pursuit of artistic learnings and throughout her career including working for a silversmith in Jerusalem, programming for Wirksworth Festival in rural Derbyshire in the UK and working as a musician in Europe.

Tracey has a PhD from Charles Sturt University as well as a Master of Music (Music Education) and a Bachelor of Music Education, both from Sydney Conservatorium of Music, the University of Sydney.

CHAIR – Caroline Downer OAM

Caroline Downer is the CEO of the Tuggeranong Arts Centre. She has over 30 years’ experience in the arts sector – most recently as Executive Director of the regional arts development organisation Arts North West (2015-2022) and previously as Director of the New England Regional Art Museum in Armidale.

She is committed to community arts organisations and is interested in a broad range of the arts, from visual arts to performing arts. She has coordinated large regional music festivals and has served on a number of arts committees including the NSW State Government Classical Music Artform Advisory Board and as a peer reviewer for the Creative Australia.

Caroline holds a B.Mus (Hons) (Music Performance), B.A.(Hons) (Fine Arts) and a Master of Arts Honours in Museum Studies from The University of Melbourne. She is a member of the 2014 cohort of the Australia Council’s Emerging Leaders Program. In 2020, Caroline was awarded a Medal in the Order of Australia for services to performing and visual arts.

DEPUTY CHAIR – Tim Kurylowicz

Tim Kurylowicz is the Manager of Museum of the Riverina, and a member of the NSW Government’s Creative Communities Council. He has worked for local government, the not-for-profit sector and in the performing arts shaping community and cultural projects that break down barriers and bring people together.

In his previous role as Executive Director of Eastern Riverina Arts (ERA), Tim and his team led the establishment of The Station Creative Workspace, a creative hub in Wagga Wagga bringing creative people together to work, collaborate and do business. He also produced the Arbour Festival, a 50 day festival in a forest marking the first anniversary of the Dunns Road bushfires.

In 2013 Tim was awarded a PhD for his research on the role of arts and community in helping Australian communities meet emerging global challenges such as climate change and political radicalisation.

TREASURER – Natalie Bramble

Natalie Bramble (TAEu, DipBus(Gov), MBA, FICDA) is deeply passionate about not-for-profits, regional communities, social justice, social capital and equity. She has a background in cultural tourism management and brings over 20 years of experience as a community development specialist, non-profit educator, and business consultant, living on the lands of the Tubba-Gah Wilay Wiradjuri, Dubbo. Natalie co-designed the first Governance Diploma for the community sector and contributed to governance training models including the Arts Governance Model. She is a funding specialist, bringing in over $100 million in grants and tenders for non-profits, is the creator of a Grant Writing System and Author of ‘Win the Grant’. Natalie holds an honorary appointment as a Social Enterprise Champion with the Social Enterprise Council NSW and is currently leading a local initiative to build volunteerism and capacity across the community sector in the Dubbo region. Natalie brings to the RANSW board knowledge and experience at the intersection of governance, capacity-building, business development expertise, and a deep passion for regional communities.

Natalie was appointed to the Regional Arts NSW Board on 20 May 2026.

DIRECTOR – Shaun Parker

Shaun Parker is an award-winning choreographer, dancer, actor and counter-tenor whose work has spanned film, television and live theatre productions. He is the Artistic Director & CEO of Shaun Parker & Company, which he founded in 2010.

Parker won an Australian Dance Awards for both This Show is About People, and The Yard, for his work with underprivileged teenagers in Western Sydney, the Shirley McKechnie Award for Choreography, a Green Room Award for AM I, the Argus Angel Award (UK), the Bearer of Hope Award (Germany), the Banksy Award (New Zealand), the NSW Premier’s Creative Achievement Award, and was nominated for three Helpmann Awards and the NSW Premier’s Export Awards. Parker’s anti-bullying dance program into schools, and his other interactive community events have been lauded for their connection with audiences to deliver strong social impact.

In 2019, Parker was made a Fellow of the Australian Academy of Music and Performing Arts for his work in dance and music, and in 2020 was a recipient of the Premier’s NSW Resilience Award in the Creative Industries. In 2022, Shaun is invited to be President of the Jury for the Premio Roma Danza International Dance Competition, Italy. And in 2024, he won The Australian Enterprise Awards for Most Innovative Company and the Performing Arts Company of the Year award.

DIRECTOR – Adam Wills

Adam is Director of the Clarence Valley Conservatorium.

Specialising in percussion, Adam is also an accomplished conductor having worked on productions for Opera Australia, Opera Hunter, Newcastle’s Conservatorium and Festival Operas.

He has led three international show band tours to America, Canada and Europe before performing in musicals and orchestra in the Upper Hunter, as well as a stint in New York.

Adam holds a Bachelor of Music (Hons), and Master of Creative Arts, University of Newcastle.

Adam was appointed to the Regional Arts NSW Board on 14 April 2021.

DIRECTOR – Sue Killham

Sue started her careers in Local Government in 1996 as Library Manager for Narrandera Shire Council. Since then she has seen the library evolved from an analog, card-file entity to a well-resourced, purpose built and modern library service. Now, as Manager Community Development & Library she has contributed to the development of Narrandera Shire Council’s Community Strategic Plan, Disability Inclusion Action Plan, Positive Aging Strategy, and the current 2021-2031 Cultural Plan.

Sue is the manager for the Council’s library, two museums and gallery, as well as being the board chair for Regional Arts Development Organisation Western Riverina Arts. She believes in a strong understanding of working with Local and State Government funding bodies and funded organisations in working with and supporting arts practitioners in regional areas.

Sue was appointed to the Regional Arts NSW Board on 11 May 2023.

DIRECTOR – Matthew Hall

Matthew has had a long involvement in the arts and culture sector and has a demonstrated commitment to the arts sector, leading and working with organisations across a variety of art forms to achieve their visions for positive social, cultural, and community change. He is a strong advocate for regional Australia and for access and inclusion. Matthew is the National Manager – Systemic Advocacy and Policy of the Australian Federation of Disability Organisations (AFDO) where he contributes to national, regional and local discussions, and works collaboratively with other Disabled People’s Organisations, policy leaders, and civil society to remove social and attitudinal barriers, increase opportunities, and enhance and protect rights of people with disability. He is also a Board member of a Crown land reserve manager, the Chair of Burrawang and Wildes Meadow Community Association and a committee member of the Burrawang Easter Market Association, in his local community.

He is a former Chair of the Queensland Conservatorium Griffith University, Brisbane Writers Festival, and Arts Law Centre of Queensland, and a former Board member of Polyglot Theatre, Queerscreen, and the Namatjira Legacy Trust. Matthew has held executive positions with Arts Access Australia, Australian Theatre for Young People, Mardi Gras, and the Network for the Promotion of Asia Pacific Cinema. Matthew holds a Bachelor of Arts and a Bachelor of Laws (with honours), a Master of Laws (focussing on regulatory systems, compliance and public policy), and qualifications in professional services leadership from the Harvard Business School.

Matthew lives and works on Gundungurra Country, in NSW’s Southern Highlands, with his partner and a Labrador, where he pursues his passions for jams and chutneys, and landscape photography. He was appointed to the Regional Arts NSW Board on 20 May 2026.

DIRECTOR – Leigh Small

Leigh Small brings over 35 years of leadership in Australia’s premier performing arts organisations and has been Executive Director of Four Winds since moving to Dignams Creek on NSW Saphire Coast in 2023. Leigh’s career includes executive roles at Sydney Opera House, Sydney Theatre Company, and a decade as Executive Director of Sydney Dance Company. She served for as CEO of Sydney Film Festival, 2010-2022 through a period of substantial growth. Leigh was chair of Red Line Productions at The Old Fitz 2014-2020, among numerous board roles, and currently is a board director of Four Winds Concerts. She was appointed to the Regional Arts NSW Board on 20 May 2026.
